Fake Tracking Number generated to comply with Handling metric for Seller Performance

So this is being done, I've experienced it as a buyer. Should we even care this is going on.... Thoughts

Generating a tracking number (or providing a tracking number) is not used for  seller performance if that is all that happens ... a seller has to both generate the tracking number AND get a carrier scan, demonstrating that it has been shipped.
