I purchased a $198 dyson vacuum from seller. He did not print a shipping label thru the EBay App, but instead input a fake UPS tracking number. Then made a change to that fake tracking number to another fake tracking number. I know this because I called UPS at 1(800)PickUPS. They confirmed that it was addressed to another party at another address in my Zip Code. Somehow this fraud got a hold of these tracking numbers thru other parties. One of the packages was an Amazon package. Maybe he works at a third party shipping store, I do not know. But at this point EBay is dragging the process out by saying the package was delivered. I have waited a week to get this July 23 order resolved. Obviously EBay staff are not contacting UPS as I have. The EBay money back guarantee means nothing.

Contract is between seller & buyer.
Seller is defrauding you the buyer.
It is your responsibility to protect your self by providing evidence to eBay.
Please obtain written confirmation from UPS on their letter headed paper duly signed which must show your Name , address and Tacking number and this letter must state something like " Above mentioned tracking number is not related to above named person or address ".
When you have this evidence / confirmation that you did not receive your item then you contact eBay and they will ask you or you open INR case and upload this letter from UPS as evidence that seller has provided wrong tracking number and that you have not received your item.
I would expect eBay to close the case with a refund to you. in the unlikely event that case is closed in seller's favour then appeal the case and ask them to read the letter from UPS.
In the unlikely event that CASE AND APPEAL FAILS and only after this you can contact your Payment method ( PayPal or Credit card used to make the payment) and discuss this matter with them including the letter you have from UPS and they should open a charge back case and after a number of weeks I would expect this to close with a full refund to you.
Just for my curiosity was the seller relatively new and with a low and or not very good feedback?

What does the "Shipment Details" at the UPS website say the Amazon package weigh?
And what @laurieunderberg should your $198 Dyson vacuum actually weigh?
So now, if that's obviously not your package, talk to the right people at eBay/PayPal/card issuer to get your refund in one step.
Leave a private message for eBay on Facebook here with your name and so on, and tell eBay you have a weight problem.

I hope you paid by credit card as you always should. The fake tracking number scam works great as you have discovered they won't call the shipper to see where the package went. Print out all that info and see if you can get a letter from UPS an email will do saying it was not shipped to your address. It may take several calls to UPS until you reach a rep that will help. Each call gets you a different one.
Then contact your card company if that is how you paid and file a case with them . Ask for the FAX number and send your into from UPS to it.
