Where do you see the term for eBay Send? I believe that program's name was changed to ebay standard international. The carrier within the US is usually DHL. That may change when it reaches the other country. I've also heard of some ebay international standard packages being sent directly by usps to Canada rather than go through DHL but I don't know how often that happens or if it happens in other countries as well.
Sorry I don't have a definitive answer. Perhaps someone else who uses the program will be more familiar with it.
