No, that was the Global Shipping Center's location. It's been replaced by EIS.

As @fab_finds4u mentioned the gsp has been replace by the EIS. Items are generally shipped to Glendale Heights and forwarded from there.  The EIS has more seller protection than the GSP did.

I was told by an Ebay customer service rep, that I was not eligible for their foreign shipping program.

Maybe the rep meant to say your item was not eligible.

I'd be surprised, considering you're showing as a Top Rated Seller, but they do have restrictions on the program.  I'm betting it was what @fab_finds4u  said, though, that the item, not your account, is ineligible.  Many items aren't eligible.

Have you tried to set up your listings with eBay International Shipping? I believe that you can do that on your shipping preferences page. Right now your listings exclude many countries and show shipping to the US only.

I was told I was not eligible for Ebay's Global Shipping Program.
