FEDEX & UPS error message CANT PRINT LABELS

When trying to print a Fedex or UPS label I get the following message.

"Something went wrong and we were not able to generate the label. Message."

Nothing prints. i have tried chrome and numerous other ways to print as well as even tried "Print another label" and get the same message. Yes the I agree box has been checked and CSR confirmed error herself.

Apparently this is for numerous zip codes in Texas, i was able to print when selected other state addresses. Ive tried 3 zips in Texas so far and all the same failures.
