Do to human error, I post incorrect package info and was excessively over charged for my Shipping label. The post office says that E-bay has to initiate the dispute to get a refund. Has anyone had any success in a situation like this?

Have you already shipped the item? If you have there is nothing to be done. The lesson to be learned is to be more careful.
There is one possible saving grace. The post office scans packages and compares them to the postage paid. If you over paid AND the machine catches it they will send you a refund. But you will not be able to initiate that.
HOWEVER if you have NOT already shipped the item you can cancel the label within a limited number of days and create a new one with the right amount.

You can void an unused eBay postage label up to 5 days after purchase. The purchase another label with the corrected package weight and/or dimensions.

If you have already sent the package, then you just have to hope that the overpayment is detected by the APV(Automated Package Verification) system so you get a credit:

To void a shipping label purchased through eBay, go to this page, find the order and select Cancel from the Actions drop-down. The void option is available for 28 days.
It takes between 2-4 weeks to receive a refund on an unused, voided label as the carrier wants to make sure the label isn't used. You'll see the refund on your original source of payment (eBay funds, bank, credit card, etc) and the funds will appear in your account without an email notification.
