I received the item from a buyer, trying to issue a full refund, but keep getting this error for the past 3 days. Could you please help.

PayPal no longer pulls a refund from your bank account: To issue a refund, you need at least the full amount plus tax in your PayPal balance.
For example, if your buyer paid $100 item and shipping, plus $8 tax:
- eBay took the $8 tax (you need to refund the $8 first, then eBay repays you)
- PayPal took their $3 fees (PayPal no longer refunds the $3; it's gone)
- You got $108 - $8 - $3 = $97 (you refund the $3 + $8 too)
You can't just refund the $108 with only $97 in your balance: You need at least $108 in your PayPal balance, as it isn't pulled from your bank account anymore.

So does that mean the backup funding source that eBay required as a seller is only for their refund policy and not PayPal's?
Good thing I keep enough in my PayPal balance to cover any refunds for 180 days as until that time has passed I don't consider it real money.
BTW, my backup funding source is a PayPal credit card but have never needed to use it yet.

PayPal decided, unannounced to Ebay sellers, that they would no longer fund refunds through those of us that linked our bank accounts for that purpose. As previous posters have said, you must have the $ in your PP account to cover the refund. Ebay's error message just complicates things and doesn't give a clue as to what the problem is. Very poor communication from these two companies. And yes, this is for either Ebay or PP refunds.

eBay won't give you an extension, @omegamuff1n.
If you cannot make the refund from your PayPal account tomorrow, and your buyer exacerbates to eBay, eBay will front the refund, then take you for all of it from your reimbursement payment method (which you may have set up as your PayPal account).
