Error Message when purchasing shipping labels

I am trying to pay and print a shipping label but my PayPal has not funds. How to I purchase a shipping label if the funds have already transferred out of PayPal?

I believe you can add a credit/debit card or a bank account to your wallet.

You're in Managed Payments so your funds don't go to Pay Pal.

When you go to buy a label, on the page, there is a section to change how you pay, select Pending Funds.
