I may have found a solution to this problem in certain cases. I think it has to do with a differing piece of information in eBay and Paypal or within eBay pages. For example: the wrong zip, or a street address that is over 40 characters, or a difference between the shipping cost charged and the actual shipping cost.
I couldn't print a label shipping to Europe from USA, today again. I really looked at the info and noticed the costs had not been converted from Pounds to Dollars. So it appeared that I was overcharging. I am using the subscription app that posts my US listings on foreign eBay sites. After many attempts and work arounds I found a way.
SOLUTION: The Bulk Shipping Tool. I think you can start at your Hub and choose "awaiting shipment". Under shipping actions choose Print Labels. You can check a single box to work on a single item or multiple on the next page. When I got there, the information was all correct.
