Envelope bubblewraps

I recently made a post about shipping with a bubblewrap envelope that they sell on stores, they only have 2 dimensions mine is 6x 9 inches when i go to packaging dimensions for printing the shippin label they want me to give them 3rd option which is the height do i leave it at 1? for example 6 x 9 x 1 sorry its just i never used the envelope packaging before and i just wanna be sure.

Please provide a link to the section of the Domestic Mail Manual (DMM) that states a bubble mailer is automatically a parcel no matter what the dimensions.
