have any sellers used padded envelopes for this service? as long as they are under 0.25" thick they should be good, but I'm not sure whether the post office will look at it and automatically think "package rate"

Another common question is "what is too rigid?"
Below is a picture of the high speed sorting equipment. The letter feeder ejects items that are too thick.
The letter must then bend around the corners within the routing equipment (moving at speed that is a blur) while the pinball flippers direct the letters this way and that. As a rule of thumb, a letter must bend partially around a coffee cup.
Regular post offices have no way to scan eBay's special tracking code, so these letters must be routed through special hubs. If the item is rejected because it is non-machinable, it won't enter the sorting equipment and eBay's special tracking number won't be scanned.
Additionally, an ejected letter may arrive postage-due because it is a "package" or is non-machinable.
