Buyer pays .88 for shipping, I am being charged 4.00 for shipping. Checked weight and size are all within limits. This has happened several times.

What is the item that has been sold, and does it qualify for the eBay Standard Envelope (ESE)?
What is the weight? It must be 3 ounces or less.
What are the dimensions (height x width x depth), and did you enter them correctly when you were attempting to print the shipping label?

Was it listed in an eligible category? If it's not then ESE isn't an option and it defaults to GA which starts around four bucks. I've done this by mistake when doing a sell-similar and forgetting to change the category.
(Also if it ends above $20 (total) ESE is also upgraded to GA.)

Unfortunately, eBay allows sellers to set up listings that offer shipping via ESE even when the listing is not in a category for which eBay will allow the seller to purchase that category of postage.

@antiquesandcollectiblesunlimited The item you sold listed in the Art category does not qualify for ESE.
You have other items listed that this will happen with also.
You as the seller need to know what does and does not qualify for ESE.
You can set up a listing with ESE shipping BUT once the item sells you will pay regular Ground shipping not ESE that you charged the buyer.
You should read what does and does not qualify for ESE shipping.

If you are referring to that Jim Berryman sketch that was just sold, it does NOT qualify for mailing by ESE -- you need to familiarize yourself with the allowable categories:
