so i had like 40 plain white envelope sales that never show scanned ( but mainly on april 1 and the next few days, i am sure they had a issue with the system) and up loaded from over 2 months ago. its going to cause me to loose top rated. Speaking to a tier 1 they have no clue. i told them not all pew get scanned they are 1st class mail and the post office is not required to scan them. here are some examples as they stay stuck in label created status and its over 2 months. how dumb are they?

The easiest method to receive an initial acceptance scan for the eBay Standard Envelope (ESE) is to physically take it to your post office, and drop it in the "metered mail" slot in the post office lobby. At the end of the day, this pre-sorted metered mail is shipped to the next USPS Distribution Center, where it is immediately added to the automatic USPS sorting systems, where it will receive its initial scan.
Do NOT hand the ESE to the USPS counter employees, or a USPS delivery driver, as this will possibly delay the initial scan -- or perhaps receive NO scan at all. Likewise, do NOT mail the ESEs in the USPS "blue boxes," or a residential mailbox, or a business mailing system.
I've been mailing my ESEs exclusively through the "metered mail" lobby slot for over 2 years, with NO complaints from buyers, and no problems receiving the initial scans.

this mail is marked do not machine, does that change anything and yes i have been handing it to the counter. but them explain how it was delivered 2 months ago and never had a scan?

OK, that is exactly what is causing the problem.
eBay Standard Envelope has to be machinable. They don't have ever get scanned manually by a person, they can't be. They only get scanned automatically while they are going through the machines. If they don't go through the machines, they won't get scanned.
I'm surprised you haven't had a problem with postage due if you are using eSE for envelopes that are not machinable.
