Ebay shipping labels sometimes prints customs forms sometimes not

As I say in the subject line:  Ebay shipping labels sometimes prints customs forms sometimes not.  Is there a way to tell before I agree to buy the shipping label, whether or not I will get just the shipping label (no customs form because the item is not subject to customs/duties)?     The reason it is an issue is that if the lable comes with custom form, I have to print that customs form 3 times, and add a pouch to the box to hold those signed customs forms.... which by my experience adds 44 grams.   This doesn't seem like much weight but it can easily get you past some key weight where the shipping cost goes up  (particularly on light-weight items under 1000 or 500 grams)

 

I used HS code 6911.10 Tableware, Kitchenware, Other Household Articles And Toilet Articles, Of Porcelain Or China, for selling stuff like teacups with no issue (no customs form required), but then I sold a heavy item that fit this HS code, and this time around it printed customs forms. A little un-nerving that I cannot go by HS code alone.

Even if the item is not dutiable a customs form still needs to be filled out if the item is going to another country.   Are you doing your labels on ebay.ca and which countries are you not seeing a customs form for?

 

The HS code is on the customs form so if you are seeing a space for the HS code than there is a customs form.

I mostly ship to the USA (from Canada) and get the vast majority of labels through eBay.  I would say easily 75% of the time when I go to print my shipping label it is just a standard label  (there is a small prefilled customs table below the barcode).  The Customs forms I am referring to in my question take up half a sheet of 8.5x11 paper (the other half being the prepaid shipping lablel), OR, an entire sheet on page 2 of the shipping label I am printing.
