I orderd 3 items from a seller and I paid for all 3 items including individual shipping fees (no combined shipping provided).
In the end the seller told me that 2 of the items are not available and he only ships one of them.
I requested for refund for the 2 unavailable items but the seller only refunded for the 2 items without the shipping fees I have paid altogether.
I opened a return & refund case since there is no option for a partial refund issue and asked ebay to step into this case.
After replying back and forth with seller under the open case thread for almost a month, ebay suddenly closed the case due to "no activity" for 21 days but in fact there is activity going on. The seller also has been (purposely?) dragging and delaying his replies by acting blurry.
What should I do after this as the purchase item's history/validity has been expired (passed 3 months) and I could not re-open another case?
Is there a way to contact ebay directly?

Once ebay closes a case it's closed for good and contacting ebay won't help. Open a case with paypal.
