From what I read, I feel that this is the right assumption. Ebay doesn't care if your residence address is from an outside-US country, ebay doesn't care if the exact city of item location or buyer's location in TN doesn't match (you can in the end agree or disagree on that directly with the buyer), but at least origin and destination US states in TN must match...
I would like to hear input of your experience on this please
