I recently received an email from eBay telling me an item I had purchased needed to be refunded. The seller had been accessed by a third party, and the transaction had been cancelled, so all I needed to do was ask for a refund. Well, ebay won't let me ask for a refund! There is no option to do that, as the date set by the seller hasn't passed. I contacted the seller, and they gave me several stories ranging from 'it's on the way' to 'just ask for a refund'.
How do you ask for a refund when the delivery date hasn't expired? Im very confused.....

Open an Item Not Received case with PayPal & follow all instructions.

If it doesn't show up by the last estimated delivery date, simply open an INR claim in the resolution center. My EBay, Purchase History, find the item and click Item not Received, then wait for your refund. EZPZ.
