I sold an item and noticed that I was being charged an international fee but the item I sold only went 1 state away. Ebay told me it was based on where the buyers profile was set up, in which this was international. This should have nothing to do with it. I sold it in Calif and its going to Oregon bottom line.... This would be unknown to us the sellers so then I just lost another $2.00. Has anyone had or heard of this before?

Payment came from an international credit card (or source) as buyers can be registered elsewhere and then buy and have items shipped to Freight Forwarders (which sounds like this is one) that 'collects' things for that buyer and then sends them all at once, saving that buyer $$... or they can have the item sent to their 'Grandma's' house so when they visit in the Spring, they can pick it up
Doesn't really matter as what you have to ask yourself:
would I sell that $100 item for $98.40?

It is a standard charge unfortunately...
luckily, it's not much.....I have a merchant account for my B&M and if I process a card from out of the US it costs me 3.0% or more extra (on top of the regular percentage)......and I don't realize it until I get my monthly statement....
like was mentioned....would you seriously turn down an offer of 39.00 for that 40.00 item? Thats the equivalent of the international charge.

Been happening for years.
Way back in the day, before Managed Payments, PP, as a fee processor, also charged that fee for international payments.
My "business model" can withstand an occasional 1.65% international fee, so I don't worry about it possibly happening. A sale, even at 1.65% more in fees, is better than no sale. I don't lose anything. I just don't make as much 🙂

This is one fee that I detest and find it unfair. This fee SHOULD BE attached to the foreign buyer's purchase. Anyway, to the poster, you lost 2.oo, now find an item and start it 2.00 higher to recover the 2.oo that you lost. That is exactly what I do when I get a sale from a buyer. Incase you did not know, your item went to a freight forwarder in Oregon and they will send the item to the buyer.
