Ebay Return label rejected by USPS

I am a seller here. Over the years I have been selling, I have never encounter this problem before. Maybe someone can help out. But for the past month now, I get a few "item not described" returns. So therefore I am obligated to send them a return label. These are all Domestic USA sales.

 

The buyers open a return request under those reasons. I proceed to accept the returns manually or sometime the return automatically gets approve from ebay under the return policy. For the manual returns, I hit the "accept return request" button and proceed to buy a return label through ebay to send the buyer the return label. The buyer receive the return label. However some buyers message me and say that the Post Office  had rejected the return label because it is the incorrect service. 

 

For example, I send using priority or sometimes priority flat rate ( depending on where it is going ) to the buyer. However the return label they receive from ebay is for first class. So the Post office rejects it because the package weight more than what first class is. In the past, the return label is the same service that I use to buy to send to the buyer. I don't get it now. The post office already had a talk to me twice and I couldn't figure what is going on with two package that came back to me because the return label was a first class return, and it should of had been priority return.

 

Anyone know what is going on, or help?
