I currently have opted in for EIS on all three of my selling accounts. It is not working. I have made over 18 calls for assistance and messaged ebay customer service on their facebook page. No one can fix this. I keep being told it is a glitch and will someday be worked out. It have been over 2 months. I would think ebay should employ top technicians that could resolve this. I asked to be able to use Global program again but was told I cannot as it is being discontinued. It worked perfectly for me. I am daily losing sales due to this issue and growing more and more frustrated. Is this affecting anyone else?

For what it's worth, @theholidayisle, I'm in Canada and I tried checking your listings yesterday and I've been getting a mixed bag of results. The first time, shipping rates to Canada showed up in the search results, but there were no shipping rates to Canada specified on the listing pages I checked. The second time, things turned out fine.
Just now, I checked one of the listings I checked yesterday (Now you know why it's getting a few views!) and now a charge for estimated "duties" appears on the listing page just below the shipping price, and as far as I know, a rolling stool shouldn't be subject to duty when shipped to Canada, just taxes. Maybe adding the country of manufacture to the Item Specifics would make a difference?
Having said that, these inconsistencies in your listings seem more the product of an eBay glitch than anything you're doing wrong here.

I have to assume ISP and GSP are going to be similar, and I certainly heard some wild numbers from overseas buyers regarding GSP. Like, $80 total in shipping, for an item that would cost only $20 for normal international shipping. Sometimes even higher.
Very rare to see anyone really giving a solid number for what the buyer sees, because how would we know? And its rare that you see overseas buyers on the domestic US based seller forums.
If you're feeling adventurous and are using a computer, @blurryrobot, change your "ship to" location in "Search" to a location outside of the United States. You can just make up a postal (ZIP) code; the precise location isn't important and is usually ignored by Search, anyway. Then just do your searching as normal.
When the GSP or eIS are showing wack shipping calculations, it's usually for one or two reasons. The first is that the seller isn't providing any, enough or the correct information on the items shipping dimensions and weight for the GSP/eIS "bots" to calculate an accurate shipping estimate. The second is that the seller is using a fairly pricey domestic shipping method, and the international shipping quote gets pretty hefty once that gets added to the GSP/eIS shipping rate.
For what it's worth, I haven't checked recently, but a couple of weeks ago I was seeing cell phones with "free" domestic shipping ship for less than US$12 to Canada, but sweaters with $8 or so domestic shipping ship for over $40 to Canada.

They do comply that is the first thing I took care of. I even had some help from a rep with Ebay but between the both of us nothing resolved.

I have to agree,
This EIS is extremely frustrating where nearly half of our items that sold and shipped through GSP are now not eligible or are stuck in limbo.
Today I have a buyer from the UK and the listing is saying it is okay to ship via EIS to the UK. When they go to check out the check out screen says we do not ship to the UK. EIS is a disaster and we are also loosing sales on some of our most popular items that used to ship via GSP perfectly.
All that ebay says is "the techs are working on a fix"...
