Ebay Global Shipping Program not working for certain countries

I have signed up the GSP. In my ebay listing I have the "Sell internationally with the GSP" option checked:

It works for some countries, but for countries like Finland, Taiwan, it just won't work. 

As you can see from the screenshot #2, the "Shipping to" has limited countries listed. 

I'm not sure why and how to fix the problem, I ship to worldwide, no blocked countries, any help is appreciated

I am in Austral;ia.

I see 54 items listed with the GSP & am able to obtain shipping costs to Finland etc.

The rest are not listed with the GSP.

GSP is not world wide.

I looked at the link you provided and it clearly said that "Taiwan" and "Finland" and many other countries are included.

If you look at my second screenshot only are few are listed comparing to the eligible countries

This is driving me nuts.

Did some reseach, seems like this is a known issue:

Ebay promised to fix it in 2014, well, still have this problem in 2017.
