Again a miners safety lamp has been confiscated at Erlanger, Ky., with absolutely no legal basis!

Again? Then please don't keep buying them. Some things are allowed in the domestic mail but not in the International Mail.
GSP says the prohibited items list is not a full list of unsupported categories.

Items with batteries or fuel residue are considered hazardous in most cases and most carriers and/or countries have restrictions on shipping or importing these items.

I've ordered batteries 3 times from China , never got one. So if a battery goes by air most likely it's considered dangerous goods. But they should ship it back to you by ground.

Destination is Germany.

I have already received two lamps.
Two are on their way from Amsterdam, Netherlands, to Germany.
Three are waiting in customs in Frankfurt, Germany.
There is no reason to stop buying.
These lamps haven't been used in decades, so any trace of gasoline should have evaporated long ago!

Some of the lamps that already arrived or are on their way (already in Europe), went over Global Shipping Centre at Erlanger, Ky, so there is absolutely no reason to confiscate arbitrarily ...

It doesn't matter. If they go through the GSP they will be caught and confiscated. Maybe the 2 you received slipped through the regular customs as most countries do not open and inspect each and every package. Will the ones from Amsterdam and the Netherlands make it to you is anyone's guess. You may luck out, and then again you may not.

The first one via Amsterdam will be arriving today. The second probably on Monday ...

If they are carbide lamps, then there will most likely be carbide residue in them. Mixed with water, that creates a gas that creates the light.

These are no carbide lamps! They are used with pure gasoline. And you definitely don't put water in them or anything else!
As these lamps haven't been used in decades, all gas has evaporated.
Some of these lamps haven't even been opened since their last use due to a magnetic closure people don't know how to open ...
