EIS question, one more time

So my latest debacle....I have used the same shipping policy & the same return policy on my listings in the category (Vintage Western Paperbacks). Two items do NOT include Norway and I need to figure out how to fix this.  I've tried to change thru the Item, the shipping policies but cannot figure it out. Item #s in question are 311811429040 and 252788600789.

Is this listing 312112085082 using a different shipping policy than this listing 311811429040? Or are they using the same policy @artofwarnm ?

Edit to add: Both of those listings are charging flat rate $5 Media Mail. One offers shipping to Norway and one does not. If both listings are using the same shipping policy, then the one excluding Norway probably has to do with an eIS restriction and not your policy.

If they are using different policies, or if they are using the same policy but you did a custom edit "for this listing only" then we'd need to look at the exclusions section at the bottom of the shipping policy to see what's going on.

Yes, they are the same shipping policy. As with the 7 paperbacks in question, 5 allow Norway, two do not. On these particular books in excluded destinations only The Russian Federation are excluded in Europe.

Norway is not excluded, it's restricted. Something about those listings is causing eIS to block shipping to Norway - may be category or keyword or something else. Nothing you can do if eIS decides to restrict.
