What you're describing has been reported a lot lately. There are factors at play where eBay's programming looks at things like seller performance, dollar amount, item eligibility and other factors that aren't spelled out crystal-clear in the policy pages that cause some of these issues.
However the problem of, "I have 2 very similar items, 1 shows EIS and 1 doesn't," has become common and the EIS/shipping team has been exploring examples to see what's going on. If we can put together item numbers to pass to the shipping team that would help.

Pattern spotted: the listings without EIS are auction format. According to info from shipping team we received several months ago, auction format should not affect EIS eligibility, but I think it's worth mentioning the pattern in case it helps the shipping team work this out.
Most users I've tried to help in your situation (similar items, some with EIS some without) are using all fixed price format, so I don't think auction format is the broader answer. But having said that, the item you wanted to ship to Germany # 275995459897 was auction format. Listing it as fixed price is definitely worth trying @frootloop6 .
If changing to fixed price does not work, then until we get more info from the shipping team on what's happening, you can explore first if the item is eligible to be shipped to the buyer based on import restrictions, and if all looks good you can offer the buyer a direct shipping option since EIS isn't populating.
