First thing, can you confirm your account meets the following eligibility criteria? If you're not sure on any of these let us know and we can tell you where to check:
Second, if you want to opt out of biz policies go to this page and click the small opt out link.
Third, we'll have to wait for you to opt back in to eBay International Shipping (other thread says you opted out) then give the system 24 hours after you opt in before looking at your listings. You can post here and tag me after you opt in and I'll check your listings the next day.

Thank you. I'll try and check later tonight. I'm away from home at an event all weekend. I ended the listing, again, that I need to ship overseas and let the potential buyer know that it will be back once I get the shipping situation sorted. I should be compliant with everything as far as I know, but will try to verify later.

I opted back in to EIS, and opted out of business policies. I looked at some of my listings and they seem to be a mix of offering international shipping and not offering it. There doesn't seem to be a reason for the difference. Some of the listings for books offer International shipping, and others don't. One of my business suits (the green one) offers International shipping, and a couple others that I looked at do not offer it.
I appear to be eligible. I have very high service metrics and seller performance is above standard.

That is odd. Open one of your listings that does not have the international option, and click Sell Similar (just don't actually post). Scroll down to the shipping section. Do you see the notice that EIS will handle international? If you do, you may just have to refresh your listings this way to correct the problem.

What you're describing has been reported a lot lately. There are factors at play where eBay's programming looks at things like seller performance, dollar amount, item eligibility and other factors that aren't spelled out crystal-clear in the policy pages that cause some of these issues.
However the problem of, "I have 2 very similar items, 1 shows EIS and 1 doesn't," has become common and the EIS/shipping team has been exploring examples to see what's going on. If we can put together item numbers to pass to the shipping team that would help.
I put together some of your item numbers here and will tag a member of the community team to see if they'll pass this on to shipping/EIS. kyle@ebay , can you pass this on please?

Pattern spotted: the listings without EIS are auction format. According to info from shipping team we received several months ago, auction format should not affect EIS eligibility, but I think it's worth mentioning the pattern in case it helps the shipping team work this out.
Most users I've tried to help in your situation (similar items, some with EIS some without) are using all fixed price format, so I don't think auction format is the broader answer. But having said that, the item you wanted to ship to Germany # 275995459897 was auction format. Listing it as fixed price is definitely worth trying @frootloop6 .
If changing to fixed price does not work, then until we get more info from the shipping team on what's happening, you can explore first if the item is eligible to be shipped to the buyer based on import restrictions, and if all looks good you can offer the buyer a direct shipping option since EIS isn't populating. Thank you so much. I will try listing it with buy it now when I get home Sunday night, and message my potential buyer to keep an eye out once I see that the listing is correct. I'll probably list them with a higher price, and accept offers. I feel bad that this guy has waited for this long, so hopefully he will get them. There wasn't much interest anyway. I just hated not being able to ship them to him when he asked.

So, miracles do happen. I got home a little while ago and decided to try the listing again. I just went to my items ended but not relisted, selected the Mainzelmannchen and clicked to relist. I changed the price, the minimum offer amount, and checked the box to require immediate payment with buy it now. That's all I changed, but somehow the new listing showed international shipping. 😮 I messaged the interested buyer hoping he was still awake, and a few minutes later I had a sale 🤑 The package is now labeled and ready to ship to Illinois to the EIS center. I'll be dropping it off at the Post Office tomorrow. Yay!

Hard to tell exactly what happen to make it work, but I have found, as I suggested, just turning EIS off and then back on appears to reset everything, but what ever it was, glad it is working for you.

That could be, but I have listed both ways and EIS still was applied properly, and I would assume EIS was meant to work with both formats. Maybe just a glitch, I know I had redo a few listings for conflicts with EIS, but turning it off first, then making the changes and turning back on seem to work best to get every straighten out.

Yeah, auction format is not supposed to interfere with EIS eligibility, but it appears to be doing just that for the OP. After they opted out of EIS then opted back in, checking several of their listings the only pattern I found for listings that still did not show EIS was auction format.
Don't know if it's intentional or a fault in the logic eBay's using to apply or restrict EIS from listings. Hopefully we'll get more info from eBay.

Guess we'll have to be careful to check when using the auction format and EIS. Wonder if it makes any difference whether the auction is created before or after EIS is turned on?

Are you aware of the variation in dollar limits, that the $2500 mentioned in the help page does not apply to all sellers? In case you're not aware, you'll probably find this helpful:
Like other features on this site (SIO, PL, etc), the ability to access the feature, or higher tiers of the feature, is based on a certain (unpublished) level of seller standards and sales history.
