EDD with tracking info - What next?

I understand that opening an INR is the way to go but this one is a little bit different.

I purchased an item. EDD was March 24th, today April 3rd the item has still not arrived. 

According to Ship24, the item arrived at customs on March 12th, however, according to my Mail Services and Post Office, the Item or Tracking number does not exist.

The Seller recommends I wait another 25 days and then file a complaint and ask the Post Office for a certificate. My only problem is that if I wait another 25 days, I'll be out of the MBG time frame.

Can someone please advise me on what to do?

That's the plan -- the seller tricks you to run out of time to get a refund.

Since you have EDD, the cure is to start INR right now. Then you have 29 days (that's 21 business days, see here) until you have eBay step in, before your case automatically closes.

You're giving your seller the 25 days they assed for (even though you don't have to do that) but still protecting your assets, and to get your refund @therealmtp in case the item never arrives during that extended waiting period.

What does the tracking in ebay saying? What was the shipping method for the item? Are they using international airmail, ebay standard international, ebay Global Shipping Program, or other? What is the ship from country & the ship to country? Please keep in mind that there are still some major delays clearing parcels out of Customs all over the world. Some international deliveries are taking months!!

I do understand that there is quite a delay, therefore I have been patient since March 24th.

My question is, do I file INR or wait the period which would go past the MBG period?

The delivery info is still on paid, did not move to shipped.
Bare in mind that the item was shipped on February 6th.

If the item was not marked as having shipped on ebay then there must not be any tracking information showing on ebay.  If that's the case and you open an inr, ebay may refund you after 3 business day even if you don't  ask them to step in right away. It's up to you when you open the inr but definitely do open one before the deadline of 30 days after the expected delivery date.

When was the item purchased?

All I want is to ensure that neither the seller nor I lose.  Is there a way to have my funds returned or placed on hold, and once the item eventually does arrive, then the seller gets the funds?

Another thing, when selecting INR, there are 2 options:

- I'd still like the item
- I'd like a refund

I just want the item as I need it. I feel like my hands are tied.

If you do not open the INR case within 30 days of the last estimated delivery date, you will no longer be able to open an INR case with eBay. So you have til about the 24th of April.

Your hands are NOT tied.  Read the info above.  You cannot ensure that the seller does not lose.

You can get a refund and then pay the seller through PayPal if you receive the item.  EBay won’t automatically give the money back to the seller.

@soh.maryl  I opened an INR dispute.

The seller responded to the case by asking me to wait until April 29th.

I replied saying, I'm unable to wait as the EDD was March 24th and MBG end date is April 24th. 

I understand the delay in shipping, however, by waiting I do stand a chance of losing my funds. 

In 3 days, I'll ask eBay to step in.
