I purchased the Fedex Smart post thru Ebay, and drop the package at PostalAnnex, since Monday, Nov 18, 2019
until today, the tracking is only show that the shipping label was crated and nothing else, what should I do?
It seem like the package was never scanned.

If by PostalAnnex you mean an office of the U S Post Office then that is your mistake.
The first leg of Smart Post is through FedEx. The tracking number is initially a FedEx number which the post office will not recognize. Additionally it is not a post office label. Only for the last leg does the post office move it.
I would suggest you go back to the annex and try to retrieve it. Then bring it to a FedEx drop off point.

Sometimes when a person messed up and delivers a FedEx SmartPost package to the USPS, they go ahead and deliver it. But when that happens there is no tracking or no tracking until the "normal" part of the delivery, the part where USPS would normally be involved. So if you can't get it back, you make have to sit blindly and wait.
But some friendly admonishment/advice for you - Why are you using SmartPost? Save a few cents or bucks over USPS prices? My experience is that there is nothing "smart" about smartpost! Usually those packages take FOREVER to be delivered. Next they are legend for getting lost in the system and no tracking showing up between the hand off. So all in all usually frustrating for the shipper and a headache for buyers. I won't inflict that kind of pain on my buyers and will pay the extra small fare to have reliable USPS shipping/tracking the whole way. So something to think about. GL
