Hi everyone! I'm selling a few things on ebay, started this year. I put in domestic shipping which is in Sweden where I am for $7, and worldwide/international shipping for $17. Someone just purchased from me and ended up getting the domestic shipping rate even though they are in the US. How is this possible and how do I contact ebay about this?

It is against ebay policy, unless the buyer is asking for some shipping service not originally in the listing. Some buyers may chip in, if they really want the item and think you will cancel on them otherwise. However, they have no obligation to do so and in the end may leave you negative feedback.

In Europe, you have to find your way to chat with eBay
Try this;
Open an eBay page
Top left corner, click on 'help & contact'
Click on 'buying'
Bottom of the page, left side, Click on 'returns and refunds'
Click on top of the page 'return an item for a refund '
Go to bottom right of the page, in very small print look for a chat sign
But all you need to solve your problem here is to invoice this Buyer and correct the shipping amount on the invoice by increasing it to $17

When you list on the USA site, "domestic" means it is shipping from the USA to the USA. Appears you have figured that out and have corrected your listings to show shipping from outside the USA, so the cost is now correctly viewed and paid by a USA buyer.
For your USA sale with the incorrect shipping, you really can't ask the buyer for more than was shown when they bought and paid for the item, since it was your mistake.

yeah I guess so. I'm talking to ebay support now and they are telling me to request money through paypal for the shipping? it feels like it's against ebay rules to do that but support keeps suggesting it.

I'm sorry you are having trouble with this. The reply from @rfmtm is correct.
Requesting more money from the buyer is not a good idea. The buyer is not required to pay any more than the listing stated, and it's not fair to the buyer to change the deal after they have purchased. Asking for more money after the sale is actually reportable, and can lead to getting a defect on your selling account.
If the buyer doesn't complain and is willing to pay more, then you might get away with it, but since it's only $10, I would just take it as a not-very-expensive lesson.

Sellers are not allowed to demand more money for shipping after the sale. That is unfair to the buyer, and if they report the seller, that can cause a problem for the seller.
Sending an invoice with a different shipping cost should only be done to provide lower or combined shipping, or if the buyer requests more expensive shipping.

Thanks everyone. I'm shocked that ebay support is suggesting that I break the rules. I'll just have to deal with this. It's a shame it doesn't show up on the page, and I looked at other things I've sold recently and I'm out $34 total for shipping cost. That's life I guess.

It's not against eBay policy to invoice the Buyer in this particular case because Service is being changed from domestic to international as eBay rep acknowledged
Your Buyer has already paid. You can't issue an invoice no more. That's why eBay told you to bill Buyer through PayPal

That's what you need to be shocked about. Folks here, have a hard time comprehending rules. Once you go from domestic shipping to international shipping, the contract, Sales Venue, becomes nullified. Why? Well because you're in Europe and Buyer is in U S. Your shipping address is in out of U S and this contract, Sales Venue, is part of shipping manifest and will be scrutinized by U S Customs

If you deal with CS a few times, you'll see they don't give the best advice and most of the time it's wrong.

If they listed the item on the .com site, shipping to the US is domestic, so the service has not been changed.
The seller made a mistake in the listing and they either make up the difference or cancel the order and relist it.

Rep would only be right if seller did not have a USA shipping option on the listing. Then seller could invoice extra, if buyer had to request a shipping option not shown. However, in this case there was a shipping option for the USA, although incorrect. The buyer made his decision to buy based on that and paid the amount listed, which included the listed USA shipping amount.
Apparently the non-USA rep did not fully understand this. Regardless the seller did not have shipping set up properly and buyer did nothing wrong and paid in good faith for item and shipping.
