My understanding is that we verify addresses during the label printing flow. If there is an issue then cancelling the sale (like you did) is the appropriate process to follow.
Does this mean that eBay does NOT verify addresses sent as First Class Letters? eBay should verify ALL buyer addresses, not just those sent with eBay printed labels. That would reduce the all too frequent returns by the USPS of "Unable to deliver..." letters.

I can agree, that would make much more sense to do. But as a business perspective, it would cost money to make a framework that does this, and even if they did, they might make sure it is a properly formatted address, not a program that makes sure it's not a reshipping or fake address. (This is just hypothetical)
Besides, you as a seller have the sole responsibility of selling and shipping the item to your buyer, so it is up to you to make sure that the address goes somewhere. If you do not feel easy sending it, you can cancel the order with "Problem with Buyer's address" and you will not get dinged (Ebay FB chat rep confirmed with me)
