But just to answer your question - no Simple Delivery does not include Royal Mail Special Delivery as a choice, at least not as a choice that either the buyer or seller can make.
The way Simple Delivery works is the buyer is shown options for Standard Or Express shipping, no mention of the specific carrier or service, just general timeframes for delivery.
Whichever option the buyer picks, that money is paid to eBay, eBay decides which carrier/service is most "appropriate" based on factors like item details, buyer and seller location, etc., and then eBay provides the prepaid label for that carrier/service to the seller to use when shipping.
