Has anybody experienced the bulk shipping on ebay to require dimensions now for Priority shipments in order to print those labels? We just noticed it started happening today. Yet another obstacle running an e-commerce business on this platform that takes away more time doing this nonsense.

Actually the smart thing to do is to enter your dimensions into the shipping screen when you CREATE the original listing.
I have seen so many sellers here complain that they billed their buyer a certain amount and eBay (i.e. the Post Office) crushed them on the shipping because it was an oversized box.
So what you are complaining about now is something that you should have been doing all along under the heading of “self defense” to be sure you bill the buyer the right amount.
If you ship an oversized box using weight only to calculate the postage you will be back charged by the post office for a lot more than you would have paid in the first place.

If your packages are under one cubic foot (1728 cubic inches) then that will work out just fine; the exact dimensions don't matter But if they're larger and if you ship via Priority Mail to Zones 5 - 9, then you could be stuck with some hefty charges for the "dimensional weight" surchage.

You should be applying the correct postage in the first place. If you send too many packages with underpaid postage due to incorrect dimensions, you could find yourself unable to print more labels. Or rack up a large amount of payments due via the Automated Package Verification system of the USPS.
At some point USPS will get tired of your intentional underpayments.

I hate it when the rules apply to me.

That Wet/Dry Vac and that SanDisk SD Card are surely not the same size (or the same weight)?
Yet, you have listed both as free First Class Package and are charging the same amount on both to ship Priority Mail.
How much did it actually cost you to ship the one vacuum that you sold on the 10th?

If he bought the postage labels based on the generic weight and dimensions entered into all his listings, he won't know the actual cost of postage until either the buyer gets it postage due, or he gets a bill from USPS via the APV.
Or, if he is actually dropshipping, he didn't buy any postage or mail anything. So what he charges in the listing is a moot point.

Or, if he is actually dropshipping
The OP's listings certainly look like a typical dropshipper - but then I don't understand his question, since he wouldn't be using USPS bulk shipping.

Is there even a place to enter weight or dimensions in the listing when using Fixed Rate shipping?

Yes. Even when you have a fixed price or free s/h - there's a space for dimensions and weight in the SYI form.
I notice that one of my selling accounts has a new shipping interface that asks for dimensions, but there's also a button to opt back into the old form, which doesn't require it.

He's just the type of shipper the USPS invented APV for 😞
Sticking a first class label on that wet/dry vacuum is pure chutzpah ... We should all send him a Thank You card for the next USPS increase.
