Didn't receive an item and cannot file a report (8 months ago)

I paid for an item and I didn't get it. The thing is, I am willing to buy it again (5$ only) but I am afraid it won't be shipped again. I tried to contact the seller, but he does not respond my messages. I cannot file the report probably because it passed a long time. I bought it in June 2017.

What can I do?
