On 9/2, I ordered a ring and a pendant from a seller. On 9/4, both were shipped and had the same tracking number. On 9/15, I received a package that had just the ring in it. I messaged the seller on the same day and asked what was going on. No reply. I waited until 9/18 to open a request with Ebay and asked for a refund. Seller responded the next day and said he had sent both items in the same package. No refund given.
The package received was not opened or tampered with in any way. There was just 1 box in it that had the ring in it. No pendant or signs of there being a pendant in the package. I did check around my mailbox and didn't see anything and I did ask the neighbors if they received something with my name on it and they said no.
What are my chances of getting a refund on this matter? I have not gone through an experience like this during my time using Ebay, and I find it odd that the seller said he put both items in the same package but only 1 item was found in the package. I feel like he lied to me.

Did you open a Return Request for an ITEM NOT AS DESCRIBED, missing items. If so, seller will pay for the return, if he wants it back, ship the missing item, and/or refund. If no response by the fourth day, go back and ask ebay to step in. Do not close or let the case expire without doing this, if not resolved.

I did. That seems to be the only reason why the seller got back to me. My prior inquiry on the issue wasn't answered. The seller responded to the request inquiry but he said nothing about a refund. He just said that he put both items in the same parcel (if this was true, I would have a ring and a pedant instead of just the ring).

If the case is still open go back and ask ebay to step in.

I just got word from Ebay customer service that I will not be getting refunded for the missing item. I quote customer service as saying that the seller has listed that the item's tracking number shows that it was received, which it definitely was NOT. This quite frustrates me. It's very obvious that the seller did not put the pendant in the same parcel otherwise, I would have gotten it at the same time as the ring. I even explained this to customer service and they said they couldn't do anything since the tracking number said "item received".

It sounds like you selected "item not received" when you filed the return request rather than "missing parts/item".
Best you can do now is file a dispute with the payment processor.

An item not received case means it's past the expected delivery and you haven't received your item(s) yet. Tracking shows not delivered as proof.
The seller won because they submitted the tracking as proof of delivery.
You needed to file item not as described, missing parts/item.
Call or better yet appeal and add that you have received the package and it's not as described, missing an item, and that you want to return it for a refund.
At the same time contact Facebook eBay for Business and ask them to open a not as described case because you found the package and it's missing the pendant.

Uh, you opened the wrong kind of case. You opened an INR case. eBay saw that there was tracking proving you DID receive something.
What you needed to do was open an item not as described case.
