I think I got scammed. I live in Canada and the buyer lives in the states. I received the payment but I was put on hold, I sent the package. Then a few weeks later the buyer asks for refund. I lost the case because I didn’t have tracking and now the buyer isn’t replying to any of my messages. Not even sure if I’ll get my package back...
I just want to have some answers.

Any time you ship without tracking, you are taking a HUGE gamble. If tracked shipping is too expensive for international shipping, you need to evaluate whether you should be offering the item internationally.... YES, you got scammed.

Without tracking, there is no way to know whether you got scammed. It's certainly possible that the package was actually lost.

You shipped without tracking. The buyer says it wasn't delivered. You assume the buyer's lying? I've had two orders in the last two weeks that weren't delivered. What grounds would you have to give the buyer negative feedback?
Which you can't anyway. Sellers have not been allowed to give buyers negative feedback for eleven years--since 2008. And you can't post a negative comment in a positive feedback rating, either.
I think it would be a good idea for you to brush up on some of the eBay selling basics. You seem to be ill informed or misinformed or uninformed on a number of the basic procedures.

A buyer CANNOT be given negative feedback.
