The seller is fraud!
I bought the item on March 2, 2021
The seller sent the track number UPS tracking # 1Z174EY40326396357 to which he sent the parcel on March 1, 2021! The package was delivered on March 3, but I never received it. I opened the refund on March 12th. Seller added new track number Tracking details
UPS tracking # 1Z40155F0304124094 whose weight is 0.20 LBS.
I ordered 3 computer mice.
Can you please tell me what to do now?

You should have started a return request instead. You will lose this refund request @zlo2016 because tracking shows Delivered. You can still start a return request after you lose this case -- just click Return this item.

When you click Return this item to start your return request, click Show More at the bottom of the list, and select "Missing parts or pieces" as the reason. Then say very little to your seller, just "Entirely missing" and submit your request.
After that, wait the full 3 business days, and do not respond if your seller asks for an explanation, offers a partial refund, etc. But the day after, send a private message with your name, email, and zip code to eBay here saying something like this:
If eBay understands that the tracking cannot possibly be your item, they will force ("require") a refund.

According to the tracking the package was delivered in Wilmington DE. You need to contact UPS to determine whether this package was delivered to your address. If your name and address isn't on that parcel they won't give you that information. However you may be able to have them confirm that the parcel associated with the tracking number wasn't delivered to you. You need to get written documentation that this parcel was not delivered to your address. You would need to contact eBay customer service by phone and provide that documentation because all the system sees is that a package was delivered. Not where it was delivered. If eBay can't resolve it then your would need to file a dispute with your payment source. Again it should be done by phone to have them look at the particulars as no way three computer mice would weigh 2 oz.

The "fix" to this is to go to the shipper and get the Address (GPS Coordinates) for where the package was scanned as "delivered". Often FedEx and UPS will not share that information if the address is not yours. They can however, verify that the delivery address is NOT your address. IF the delivery scan is not at your address, then you will need to get a letter from the shipper:
When you get that letter and send it to eBay as part of an Item Not Received (INR) case or an appeal of a closed case then eBay will verify and following the MBG to see to it that you are refunded.
Seller is responsible for delivery to the address on your order and delivery to any other address means the seller didn't meet their obligation. Problem is that as OP noted, the tracking system is automated and "sees" a delivery scan and assumes item was delivered. So when that isn't the situation, the buyer has to provide the proof of misdelivery.
Sorry this happened, but this is the only way with eBay to get this resolved in your favor.
