On the app the delivery time for my listings shows "est. by" x date , so it's easier to point out to buyers that items may arrive a few days after that date.
But on the classic site it's worded as "on or before" . That almost implies a guarantee, even though I don't offer guaranteed delivery dates since we all know that delays can happen, especially with USPS. Both should be worded the same, and preferably with "est. by". eBay needs to add this to their list of fixes.

You are right. It does imply a guarantee. And you may not know this but eBay guarantees to the buyer that you will get the item to them on or before the delivery estimate and if you don’t, the buyer can file SNAD and return for a full refund.
