I just heard from my customer that the item arrived damaged.
He sent pictures of the box and damaged item.
So my question is, how do I file a claim with USPS?
Or does the customer have to file the claim?

You can file the claim online at usps.com, providing the buyer's images to support your claim. Ask him to hold onto the item and packaging materials in case his local PO wants to look at them as part of the claim process.
If the buyer files a claim with eBay for "Item not as described" you will have to respond promptly, even though his returning the item (if you want it back) will make it impossible for him to provide the item to his PO for examination.
