A buyer has reported that a well-packed item arrived damaged. I used an eBay label for UPS. I know there are forms to fill out, but how have you handled needing to have the item available for UPS inspection? Having it sent back will be expensive and likely cause more damage. TIA

Initially they usually will just auto deny the claim and leave the item with the buyer. Make sure you send good pictures of the item and the packaging with your claim and/or appeal.
If UPS wants to inspect it, they will go out and pick up the item. Then either pay the claim and keep the item, or offer a partial payment if the item can be repaired or deny the claim and return it to you at no charge.

Can I assume that, if UPS accepts the claim, that they will pay me and not the buyer? I will be refunding the buyer myself. Also, does eBay refund the sales tax collected?

If you used Ebay UPS, then the refund will go to ebay and then to your account. Keep on top of this just to make sure you get your payment.
Yes, ebay refunds the sales tax portion.
