So, as a seller/buyer on ebay I get both sides. That being said, I've never run in to this problem from either side. I bought a numbered lithograph. Seller did what ANY other I've purchased has done. Rolled up hard tube. No issues there. Matter of fact I bought 2 from same seller and he shipped separate. One shows up, no issues. 3 days later the 2nd shows up so badly damaged that it's literally worthless now. Tube crushed on one end.
As it's not the sellers fault, I don't want him to have to take any losses. How do I go about holding the USPS responsible and getting my money back from THEM?

I would contact the seller by ebay message and ask how they would like to handle it. If they have insurance they would need to make the claim.

The only way USPS might take responsibility is if the seller paid for insurance or the package was mailed priority and the value falls within the insurance included with priority postage.
Contact the seller. If he has insurance, cooperate with him on the claim. Ultimately whether the seller has insurance or not it is up to him to refund if you want your money back.

Save the tube and any packing for postal inspection. If it's insured, priority mail includes some insurance the seller can file a claim. USPS will only pay a claim if the item was insured .
