They can, but, in these times, I would use 1st Class package if at all possible.

Can DVD's be sent via Media Mail?
Yes, but...
Anything under 1 lb should be sent First Class Package, and not media mail. The media mail discount is minuscule, and the delay can be significant.

Over 8 ounces, any destination by first class is at least 40% higher than media mail. and just under 1 lb can be 104% higher ($5.70)
For 1 lb I use media unless first class is under $3.
I have not been experiencing significant delays - most of my media packages are delivered in 5 days or less.

This might be too detailed but has worked well for me in the past, and even better lately'
With people being cooped up for weeks on end, buying books or DVD's for entertainment could be viewed as more of an immediate need than in the past. If I were selling them, I would try using 1st class for individual DVD's with a stated actual shipping charge for one, and a nominal charge of $1 each for additional DVD's. I would email buyers and point out the savings on multiple purchases. Anyone purchasing 3 or 4 at the same time would get an upgrade to Priority Flat Rate without stating it. About the same cost to you as a seller, quicker delivery, and free insurance on your package. Biggest benefit is happy buyers and a great reputation for you.
DVD's and books are for the most part already a very low margin item, so breaking even on them once in a while is not a huge deal if you gain in overall sales. I would never, ever use a shipping service to save or gain a few pennies as it is an unknown timing factor and can ruin your sales and ratings. Separate yourself from the herd with better service and it will pay big dividends.

You are correct. I should have focused on the question of DVDs (which I've shipped by thousands), which indeed ship best by FCP.
FCP rates in the upper range have risen rather dramatically.
