Combining shipping for customers in ebays global program?

Is there a way to change the international shipping to one shipping charge in ebays global program? I know ebays fees are ridiculous for them already and they are trying to change my customers $18 for each item which is losing me tons of business. It doesn't even let me send them a invoice if I have to because I get a message that they do everything.

At this time eIS does not support "combined shipping"

They are working on it.

One seller has posted that they are in a "test" for combined shipping.

For most sellers, at this time, the best alternative is to make a single listing with the items that the buyer wants, or "opt out" of eIS to ship directly.

After suggestions from sellers, ebey reversed that decision and now sellers can send invoices again.
