I have my site set up to combine shipping for multiple products on 1 order. When people purchase 2 or more items on 1 order the system is still charging them induvial shipping and then I am refunding it. Is their a way the system will just charge the shipping for 1 item and 0.50 for each additional item so I don't have to go back and refund the difference is shipping.

If you are using Calculated shipping, then you need to set up a combining rule for calculated shipping. However, this will affect all listings using Calculated shipping. If you only want this rule for specific listings then you have to use Flat Rate shipping, then you can apply a similar Flat Rate rule to only the listings you select.
Here's how to do what you want, where shipping is charged for the highest weight item and then only a fixed additional amount is added for each extra item.
Calculated Combined Shipping Rules
Go to: https://www.ebay.com/ship/prf
Allow Combined Payments and Shipping: Enable combined payments and number of days for buyer to purchase items.
Calculated Shipping Rule (click edit):
Select No Discount, click Next, select Add Handling Cost for each additional item, then Save.

That would be nice, but I don't think the Ebay system "knows" what the weight would be on the combined items.
I use calculated shipping, so if I have an item at 1.0 pounds and one at 1.9 pounds, is that REALLY 2.9 pounds? If the weight of the object is on the brink of the "next pound up" I will add a couple of ounces for packaging and the box (maybe coming in at 3.5 pounds). So weighing one item plus 50 cents would not work in your favor.
The combined weight might just be at 3.0 pounds, or 3.1... so the system doesn't know until you manually enter. Confused? I am!

I do use calculated shipping, but what Ebay is doing is charging the customer for shipping on both products and only charging me for 1 shipping because they ship together. The sale I had the customer purchased to baseball cards in one order, so they should have only paid for 1 and .50 for the second. Ebay collected $5.00 calculated shipping on each for a total of $10.00 it should have only been a total of $5.50. I talked to Ebay and they say we have to refund the difference each time. Thanks for your response, I guess I will just have to keep refunding the difference until a better way is found.
