Hello, I turned on combined payments as well as setting the calculated shipping rule to combine all weights.
I've had a friend add two items from my store to his cart and it charges the full shipping price on each item and does not combine it.
What am I doing wrong here?

Sounds like you forgot the third step.
Sellers can create multiple types of combined shipping rules so they are not automatically applied to any of your listings.
After you create a combined shipping rule, you have to apply it to whichever listings you want to use that rule.
If you set up shipping on your listings you can bulk edit your listings. If you set up shipping using business policies you can edit your shipping policies.

Hello and thanks for the response.
I can't seem to find where to apply this rule to all my listings.
I'm currently in bulk edit and looked over it multiples times and can't seem to find it.

Hi sorry I use business policies so I can't check the bulk editor. In should be in the section where you edit shipping.
Open bulk editor. Select your listings, then use the bulk edit button on top left and choose shipping from the drop down.

it's easy to do and hard to explain
In your preferences, you have made the shipping rule....
you need to connect that combined rule to your listings
in the bulk editor you should get that option....
Bulk Edit ----> Delivery ---> Domestic Shipping -----> (changes in this window)

And in case it turns out @tonys-edeals is using business policies, I'll add that link here - just edit shipping policies and you'll see the checkbox.
