When listing an item for sale on Ebay, for combined shipping rates, you would put the shipping charge and also a shipping charge for additional items. So when the customer gets the invoice the combined shipping discount was already on the invoice.
I am getting tired of refunding shipping over charges, because they are not showing up on the invoices.
Can anyone tell me Why or how to correct this annoying problem?

I constantly have problems with the cart combining correctly. Personally I think the software that runs it isn't particularly sophisticated.
I don't refund any overage unless a buyer contacts me about it.

When you set up a listing, the discounts you put in there only apply to that listing.
If there are buyers purchasing from several of your listings, then from the classic website (can't do it from the app) you need to access your account settings, site preferences, shipping preferences and set up combined shipping rules. For example, you can set it up to charge the highest shipping rate and free shipping (or whatever you want to charge) for items from your other listings.
