When creating a combined shipping invoice the shipping cost page (calculator button) is not giving an exact shipping cost when I enter the weight, but an estimated cost range. This makes it difficult for me to know what to charge the customer for combined shipping cost.

Yeah, it's been reported to eBay. You need to enter on the first page of the calculator the combined weight, dimensions, your ship from zip and the buyer's ship to zip. That will give you the exact cost instead of a range.
And to make it even more of a manual process, the rate is no longer automatically pulled into the invoice - you have to return to the invoice and manually type in the rate.
eBay says they will be adding features back to this new crappy excuse for a shipping calculator, so hopefully the loss of function when invoicing will be addressed.
