Someone posted this thread without any resolution before it was closed. Since I had to call ebay to resolve it, I thought I would post what the solution was as a public service announcement, so maybe the next person doesn't have to call ebay as well, if they have the same problem.
So basically what had to be done is I had to log in to the paypal account I want to pay for shipping labels with, and somehow, that is what the ebay system uses now to allow you to choose to pay for labels with a paypal account, if you have already linked one before, cancelled it, and want to use a different one.
Ebay can see what you are logged into on a different tab. Freaks me out, but I guess this is what we accept now so they can do it.
I don't know why they can't include this kind of information in their help articles or explain it right there where you are trying to do it.
