Cannot ship and need to issue a partial refund to a customer

The go button for shipping is greyed out.  Is shipping down today.

I have promised a customer a partial refund but cannot figue out hoew o do it.

I printed several labels today. Firefox, PC.

For me in Managed Payments.............   refund, partial or otherwise.  

Go to the order.

Click the down caret over on the left for a drop down window.

You should see "refund" as  an action.

Click on that.

You will need to fill in the "reason" box.

Fill in the amount.
