Clicked "Print Return Label" > waited on next page for label to load > Redirected to parent Return page and, in red, saw this message: "Sorry we're not able to process the label at this time, please try again later." How do I print the return label? Have tried clearing cache and cookies on three browsers already.

This could be a temporary glitch.
Or you can try downloading and installing the latest version of Adobe Acrobat Reader, and making that program the default for reading PDF files, instead of using your browser's reader for PDF files.

Thanks, but that didn't help. It's just stuck on the loading wheel in the same spot and goes back to the red error message. Tried reading through fixes on the forums, and no conclusive fixes to this problem have been posted.

If your seller has been difficult about this return, then you might have an unprintable return label. It's not a glitch, as otherwise there would be an uproar on these boards. You are stalled, with no path forward from that page.
Instead, send a private message to eBay at Facebook or Twitter with your name, email, and postal code to ask for a return label. If neither eBay nor your seller can send a return label, eBay will give your seller 5 days to send cash to buy a return label, or just refund no return needed.

Thanks to everyone who responded. To follow up on this:
a)
— The shipping label never loaded on the page.
— Seller did not respond to my inquiries and did not provide a label.
— Ended up paying for return shipping for the item myself.
— eBay, well AFTER I inquired about the issue on Twitter (message) and paid for and printed the label, responded with "Certainly odd. It seems the return label has been already created since and we'l be able to continue tracking. Once delivered, the seller will be given 3-5 days to refund. If the refund is not processed be sure to let us know so we can review on our end. If you need us to review in more details, let us know the full name under the account for verification. ~Mark Y". My inquiry was not read thoroughly or dealt with by eBay.
— Still curious as to why the original label did not load after having cleared cache and cookies and after having waited for some time for it.
b)
— Once item was delivered, seller opened a case stating that item was delivered to the wrong address, but I sent the item to the address provided by eBay.
— Waited 2 days after I was informed by eBay of such. eBay closed the case and I was refunded.
— I was not refunded for return shipping (no big deal because it was a smaller item, but may be a big deal had it been a larger item).
