I switched to the new eBay payout system where they are not using Paypal. When eBay sent me the link in my email this past week, about setting up a bank account over Paypal I did it, through the link. Does anyone know the exact location of an eBay account to verify or manage the new system of adding a bank account over Paypal.
No matter what I do, I get message that says cannot generate label on create and pay postage page.
Things I tried before to this point was, I downloaded Adobe used it as my default pdf to see if that was the cause like a browser problem or also changing the label to png image over a pdf. I tried paying through my new bank account at the bottom of the screen that says "select how to pay". It still says I have a choice of Paypal or Bank method at the bottom but it does not change, again which ever one I pick it does not work.
I got sale confirmations for recent sales. They did not go through Paypal. I simply got the Sale Confirmation and not the additional email from Paypal. So I know others have changed as well.
It was nice to refund portions of the sale if I need to do so for some reason through Paypal, I have not seen an option on eBay to do that yet if I have missed it.
I have been searching the Help Knowledge Database on eBay, I don't really want to wait 20 minutes for an eBay agent, which is currently the estimated wait time.
Any ideas or actions.

I don't know if this will help answer your question or not, but I also have been having some issues, having just switched to the new Managed Payment system, and these are a few things I've learned. It used to be that to look at my account, from my main Seller Page, under the heading at the top "My eBay Selling Overview", I'd look under the third tab, "Account" and then go to either "Seller Account" to see my fees and statements from eBay or under "PayPal Account" to see transactions on PayPal about payments from buyers and charges for printing labels.
NOW, I found out, you still click on Account tab under "My eBay Selling Overview", but then you look under "Payment Options" under the "Payments" heading and there you can see what the buyer paid, how much eBay took out for their fees, and how much remains; every few days you'll see something that says they sent a payment to your bank. Those payments subtract any subsequent fees you've accrued for new listings.
As to your query in your 5th paragraph about doing refunds through PayPal, I used to do those too sometimes if I'd calculated a shipping amount wrong and overcharged. But I haven't found anyway to do that under this new system.
I hope this helps answer some of your questions. I'm struggling with the new system too. It also prints huge labels along the whole 11" length of the paper now and I haven't figured out how to go back to the old half-sheet labels that I liked!

I should add, when you look under the "Payments Options" heading, there are three subcategory headings, one of which is "Transactions" and that is where you see the information about what buyers paid, how much eBay took out in fees, etc.

Thanks for the tips and things to try. I did find my way to the Payment options and found the bank account and it says it is used for the Payouts. It does show the bank account I use.
The bad news is that when I went back to the Orders page to try and print a shipping label, the option to choose the Bank Account as the method to pay for the shipping label is grayed out and only am able to try the Paypal account. I tried the Paypal account, but again, it says unable generate label.
This is the message I get below when I click on the tiny circle by the pending payouts option.
I checked my bank account and it is fine as far as funds.
I was thinking of deleting and reading my account.

Isn't this your third post on this same topic?
If it were me I'd be less dogged about finding a solution to eBay's problem and would have just gone to PirateShip, got my label printed and the item shipped. Just saying.

Sounds like some wires got crossed when eBay switched you to Managed Payments. I know we got an email asking to sort of re-confirm bank and PayPal accounts at the start of the switchover. If you can't reach any eBay reps through an online chat or phone call to help you with this, your idea to set up anew might be the best option, so you're not permanently stalled with your sales.

@redsky7204 i think that the problem is that you are under new and returning seller funds hold. So you can't use the pending payments to pay for shipping labels.
So that you are not late shipping the recently sold items buy the shipping labels on pirateship.com as another poster suggested. There is no fee to use pirate shipping and shipping costs are the same as ebay labels.
After you ship then contact cs on social media and ask to have the seller limits removed.
I saw this same issue with another seller that had a break in selling.

Or you can also contact customer service by sending a private message on social media. You leave a message and an eBay employee will get back to you as soon as possible. To speed things up you can leave your registered account information in the PRIVATE message: Full name, address, phone number, email address, user ID, and a brief explanation of your problem.
They may take a few days to get back to you if you use social media.
