On 3/14 I bought item. I paid using PayPal when I bought it. It was a Buy it Now listing with expected delivery of 4-11 business days. My bank said the transfer to PayPal was completed on 3/15.
ebay says "Based in United States, seller has been an eBay member since Jun 25, 2018".
They have zero feedbacks. So I took a big chance on a seller with no prior sales. But now I see that this isn't accurate information.
PayPal says the payment went to: "eBay - 怀志 冉 ". How does a US seller have a Chinese? PayPal account?
Until 3/29 ebay classified the transaction as "Unpaid". That made no sense until I looked at my PayPal account. They said the transaction was "pending" because the seller had not accepted the payment.
Now it gets interesting. Until the sale gets classified as paid, ebay doesn't show an estimated delivery date in Purchase History. I paid PayPal, but the seller had not accepted the payment, so ebay says its unpaid and they say in the fine print that delivery times start when payment is received (by the seller). Seller have figured out how to extend the delivery time way beyond what's promised in the listing without any way for the buyer to claim INR. And how to look like a US seller when they are really Chinese.
This morning, Recent Purchases says the item still has not shipped, there isn't a tracking number and there is no way to file a INR report because the expected delivery is now 4/4-4/12 instead of the original 3/19-3/28. And I expect it will ship from China.
I would NEVER have made this purchase if I thought it was coming from CHINA or a Chinese seller!
Here's where the fraud is exposed. In March, this item has been sold by 19 different sellers, all with (0) feedback, all for the same price of 59.96. Each listing contains the same description, including the statement "Welcome to the Mighty Max Battery Ebay store hosted via eComelectronics. eComelectronics is the exclusive ebay dealer for Mighty Max Batteries. " It is all one Chinese seller hiding its identity while using multiple seller accounts.
My transition from buying almost everything from ebay to buying almost everything from Amazon is one step closer to completion.

If the payment is showing pending you can cancel it in PayPal

The seller claimed the payment before I asked paypal to return my money, as myangelandprincess and gr-2634 recommended :≈). That was the day before the original promised delivery date. Claiming the payment gave the seller another 12 business days before I could file an INR claim. It was supposed to be here yesterday. I'm not surprised that I haven't received a tracking number or the item. Today I filled an INR which I hope gives ebay/paypal/seller only another three days to keep my money. The item is gone from my Purchase History, butI have a .xps file of the original listing for my records. It is item 173834515486. I made a hyperlink to the item using that number and was able to leave feedback by going to that link and using View order details, and then using + Show additional actions button. That's a lot of clicking just the right buttons to find a way to leave feedback for a fraudulent seller. Will it make any difference? The people behind this fraudulent account will never need to use that account again. They have lots of others. Search for _"eComelectronics is the exclusive ebay dealer" 100w_ . Include the quotes but not the _'s. You'll get no results. Then check the include description box and search again. There are still listings for the same item under different sellers, with the same description and price.

You admitted to taking a chance.
You cannot blame the ebay company because you ignored your own warnings.
